Evening classes, private tuition (good value for a couple) or home study can all provide you with a basic grounding in the language before you come. The BBC offer some excellent courses for absolute beginners. I can personally recommend 'España Viva' (course book, work book, two Cassettes and a TV series) or there's the more recent 'Talk Spanish' which is based around video clips and was actually shot in Valencia!
Once you're in Spain you have several options to build on what you've already learnt . The city has a number of private schools offering full or part time study. A lower cost option would be to enrol in the excellent La Escuela Oficial de Idiomas, which is subsidised by the Spanish government. Lessons here are conducted entirely in Spanish, so it really is a case of total immersion. Once you're up and running, exchange classes with Spanish students learning English are an excellent way to improve your conversation skills. Don't concern yourself with having to learn Valenciano (a local language similar to Catalan), it's really not necessary.
People who do make the effort to pick up the language are richly rewarded. They integrate more quickly and thus reap the full benefits of living in Valencia.
